Bill Oshier

Bill Oshier is a Master Mason with over 30 years of hands-on construction experience across residential, commercial, and government projects throughout the Tidewater region and northeastern North Carolina. He began his career in masonry and quickly advanced into leadership roles, eventually founding multiple successful construction companies and managing projects from concept through completion.

 

A longtime Virginia Beach local, Bill brings deep expertise across all trades and a practical, detail-driven approach to every build. As a partner at Pacific 31st, he is focused on delivering high-quality craftsmanship, efficient execution, and lasting client relationships.

Joe Morton

Joe Morton, a Virginia Beach native, graduated from Old Dominion University with a degree in Finance and Economics, combining business acumen with a passion for building. In 2007, he earned his Class A General Contractor’s license and has been dedicated to delivering quality construction ever since. His approach is detail-driven, ensuring each project reflects the vision and lifestyle of the client.

Outside of work, Joe enjoys spending time with his children and playing golf—values that reflect the balance, discipline, and appreciation for life that he brings into his business every day.
